Job Description

Position Purpose:

The Technical and Regulatory Specialist serves as a critical national resource for Canadian operations, combining advanced technical expertise with rigorous regulatory oversight. Operating as a senior liaison between Veolia’s internal facilities and external regional branches, this role ensures all operations adhere to stringent federal and provincial standards while optimizing logistics, efficiency, and disposal economics. Key focus areas include comprehensive technical operations support, sophisticated waste processing and routing management, system administration, regulatory compliance, and cross-provincial technical mentorship.

Primary Duties/Responsibilities:

Technical Operations Support, Waste Processing & Routing Mgmt.

  • Disposal Capabilities & WAP Mastery: Develop and maintain a thorough understanding of disposal capabilities and Waste Acceptance Program (WAP) requirements for all sites, with the ability to complete final approvals.
  • Disposal Broker Pricing: Maintain waste disposal pricing including sourcing and updating rates as required by the branches. Identify materials that lack pricing and source both outlets, as well as cost.
  • Broker Client Pricing: Act in a TSR capacity for specific brokers who are requesting pricing for disposal into the Veolia network. Activities would include pricing, service requests and other technical sales functions.
  • Unified Operational Hotline: Serve as the primary point of contact between Veolia internal facilities and branches, communicating regularly regarding the acceptance of material from the standpoint of permits, operations, and safety. Provide a direct, responsive “hotline” for technical support to operations undertaking plant or field activities.
  • Waste Profile & Treatment Code Alignment: Review completed Waste Information Profiles (WIPs) and advise on appropriate treatment codes and optimal disposal options.
  • Strategic Outbound Routing: Develop a waste routing plan with an emphasis on the flow of outbound materials to specific disposal facilities based on capacity, cost-efficiency, and facility acceptance criteria. Monitor plan utilization and modify dynamically based on changing cost models, capacity or business needs.
  • Alternative Disposal & Margin Optimization: Proactively identify innovative and alternative disposal or recycling options for branch waste streams, and manage the new facility approval process to improve operating margins.
  • Sustainability & Green Documentation: Promote and document enhanced sustainability initiatives, providing the technical evidence and records necessary to support client-facing and internal green objectives.
  • Complex Account Support: Assist the Sales team and Technical Sales Representatives (TSRs) with the technical review of complex waste streams for new business opportunities.
  • Streamlined Waste Approvals: Assist TSRs with creating new waste streams, selecting appropriate facility approval codes, and establishing direct approvals into Veolia or 3rd party TSDFs, ensuring the correct Treatment Code is consistently assigned.
  • National Regulatory Expertise: Provide technical support to hazardous waste branches as a backup to the Technical Service Manager. Act as a primary Subject Matter Expert (SME) for the RPRA Hazardous Waste Program and lead efforts to evaluate and maintain data integrity.
  • US and Cross-Border Coordination: Coordinate seamlessly with US operations on cross-border initiatives, regulatory compliance, and the harmonization of technical standards. This would include intercompany disposal pricing for waste streams directed into or out of the Veolia Canada network.
  • Materials Handling Guidance: Advise Operations and Technical personnel on safe and appropriate handling protocols for incoming hazardous materials.

Systems Management & Data Analysis

  • Operating System Mastery: Maintain profound proficiency in all core operating systems—including RPM, Scheduler, Salesforce, TS@Work, iSeries, and Odoo—and demonstrate the capability to train other staff in their use.
  • Disposal Asset Database Administration: Add new disposal options and configure them within Odoo, executing only after confirming that the outlets have received conditional or full approval from the Compliance Department.
  • Cost Matrix Maintenance: Manage the cost matrix by updating cost models immediately as new rates become available, ensuring revised total costs and sell rates are correctly populated in Odoo.
  • Systems Troubleshooting: Directly resolve and address system transactional issues, including RPM error tickets, Odoo issues, and invoice discrepancies.
  • Service Scheduling Support: Schedule service requests for specialty services and secure delivery slots at designated disposal sites when requested.
  • Data Analytics & Strategic Reporting: Extract weekly and monthly volume reports from Odoo and iSeries into a centralized volume sheet. Review and analyze data extractions, reporting on trends, inconsistencies, and anomalies to support data-driven operational decisions for the business units.

Regulatory Compliance, Safety & Standards

  • Federal & Provincial Compliance: Ensure all technical service activities comply with federal regulations (including TDG, DOT, LDR) and provincial regulations across all operating jurisdictions. Act as the primary technical expert on environmental regulations.
  • Regional Regulation Expert: Address region-specific regulatory requirements, specifically including Ontario Reg 347 and Quebec provincial hazardous waste regulations.
  • Cross-Border & Export Permits: Collaborate directly with the compliance department to identify, apply for, and secure export permits for interprovincial and international shipments.
  • Technical Standards Development: Develop, communicate, and implement updated technical standards in close coordination with Technical Standards and Business Insights.
  • Health & Safety Advocacy: Act as a safety ambassador by actively promoting Health & Safety policies across all business units. Assist with incident investigations and lead the implementation of corrective actions for incidents involving reactive chemicals.
  • Standard Operating Procedures (SOPs): Draft, amend, review, and approve relevant technical and safety procedures to provide ongoing compliance support.
  • Policy Enforcement: Guarantee strict compliance with and implementation of the Company’s internal policies, processes, and corporate guidelines.

Training

  • Technical Team Development: Provide professional guidance to technical service staff across multiple Canadian office and branch locations.
  • Inter-Provincial Consistency: Provide technical guidance and support to Quebec-based technical service staff to ensure seamless consistency in technical standards and procedures across Ontario and Quebec operations.
  • Compliance & Technical Training: Support training initiatives, as well as information sharing to the Technical Groups across all Canadian operations with regards to regulatory requirements, waste management technologies, and company procedures.
  • Knowledge Sharing: Facilitate knowledge-sharing forums and best practice implementation between regional teams to promote national operational excellence.

InterDepartmental Support

  • TSR Backup Coverage: Function as an active, dependable backup to Technical Sales Representatives (TSRs) when regional branches require additional technical support.
  • Systems Escalation Liaison: Serve as the primary point of contact to escalate complex system issues within TS@Work, iSeries, and Odoo to IT and technical leadership.

Sales Support

  • RFPs/RFQs: Provide support with costing specific to large RFPs and/or multi site RFPs.
